棉花云指的是夏天晴空中出现一团团、一簇簇像破棉花絮一样的云朵飘散在天空，大小不一，高低不匀。这也就是我们所说的絮状高积云(如果高度低的话也可以是絮状层积云)。
絮状高积云一般生成于3000~5000米高空，它的生成环境是空气中有强烈的不稳定的扰动对流产生，同时中空要有一定水汽。实际上它是中空的一种对流云，由于高度高我们看上去个体小些，也由于周围环境比较干燥，云的边缘部分被蒸发因而显得破碎一点。这种云的存在说明整个空气层很不稳定。
白天在太阳光照射下，热力作用加强，对流产生。在空气层结本身不稳定的情况下，一旦有对流产生，这种对流在不稳定的空气层结作用和影响下会很快发展成浓积云、积雨云，跟着雷鸣电闪下起雷阵雨来。农谚“朝有棉花云，下午雷云鸣。”是很有科学根据的。絮状高积云(包括絮状高层积云)是一种指示性的云，观测时应特别注意。
