楼梯云指的是滚轴状的层积云或高积云。这种云的形成主要是空气中一定高度上存在稳定的逆温层，而在逆温层底部的冷空气内水汽易于集中经常处于近饱和状态。这时如果逆温层底部存在波动气流的话，波峰处由于空气抬升，绝热冷却水汽凝结成云；波谷处绝热下沉，增温水汽蒸发不易生云。
于是就生成楼梯一样的一层云隔着一道蓝天，一层云隔着一道蓝天向远处伸展开来。这种云由于上面有逆温层存在，因而不可能再向上发展，所以一般情况下不会下雨，而波动气流一旦消失，云就可能趋于消散，所以有“楼梯云，晒破砖，晒破沟。”之说。
